Yes, I guess the coupon book is now a marketing tool, and used to inform Costco's members of what is on sale for the next few weeks. Like Sean mentioned, once upon a time, one would cut out the coupon and give it to the cashier upon check-out. I think having the cashiers scan coupons is time-consuming and Costco got rid of it. So, it's now all instant rebate. You get the discount when checking out. There are no forms to fill out or mail :)
