I think the limit is 1 per order or 1 per checkout. I asked a cashier once about this because I used to think that the rebate limit was once per the entire coupon book period. I was really surprised when she told me that it was once per checkout. So if the limit is 2, I could pay for the 2 items, put them in my car, and go back into Costco to purchase those same items!
Now, I haven't asked the Photo Center about the limit but I don't see why it won't be same as the rest of the store?
